Solved Pandora’s Gambit Raider won’t speak to Ophelia

When Ophelia heads back to HQ she asks a raider at the war planners desk “Where is Jammer and where is Maul? The raider just stares at her silently i eventually executed him for his silence!

Alright was able to solve it on my end. I had to walk away from the scene and engage in conversation with another character that has a dialogue menu I used Miss Nanny afterwards the raider and Ophelias conversation started and the quest updated.
