The war planners desk is available as soon as the SS2 plots. However, the plots that were added for the outpost do not appear to be there yet.
I have just recently restarted and haven't finished chapter 1 yet.
I put down a desk in Tenpines and it asked me if I wanted to convert to an outpost, said yes, but didn't have the training plot, the medical, recruiting, etc.
Not sure when those show up.

Those plots mostly don't start unlocking until you're a few quests into the Chapter 3 part of the questline, as far as I'm able to tell.
There's always the Cheats in the Holotape if you want to bypass that, but I don't know if things are even built to handle you doing War Mechanics outside the story right now.
