Only Rotc city plans allowed in pre build ?

I used my google fu to try and find an answer to the topics question and the most relevant post was an unanswered reddit thread with the same question. I am getting ready for my second play through and wanted to try some different city plans but I am not given the option (I have both mega packs and some other city plan mods installed).

Is this for stability reasons or do I have something improperly configured ?

Nexus has the "City Contest" plans... they will replace ROTC if you select them during the initial menus when conqueror starts. Just download the mod and enter game as normal. You can wait till you are at the vault exit before enabling Conqueror.

These will be "lighter" than the ROTC city plans. Just when you pick the plans, move the ROTC city plans (with a corresponding City Contest Plan) to the left side of your inventory screen.

If you want to save the pre-build time, you can go to Nexus and download a pre-build save game with different scenarios.

Thanks for the reply. I had already downloaded the plans but silly me, deactivated them when I was getting a ton of crashes with my initial play through of Conqueror. I think I have things stabilized now but forgot to reactivate them when I started the new play through.
