Nuka World Red Rocket City Plan?

I'm looking for a Nuka World Red Rocket City Plan. I have Mega Packs 1,2,3. Setup the planner desk, and it tells me there are no plans available for this site.

Question, I assume in Nuka World, Red Rocket is the only place where a settlement can be placed in Nuka World?

I downloaded a CasshernX's Nuka-World Red Rocket Settlement from Nexus Mods which said it required SS and the DLC, of which I both have, but it's not recognized in the City Planner Desk. So can anyone point at a good city plan for this location?

The Mega Packs are collections of plots not city plans so they wont make a difference. You'll need to have at least Rise of the Commonwealth of the Sim Settlements 3 in 1 to be able to build city plans.
I can't remember if you need to unlock the Red Rocket before you can build a city plan there.
There is a mod called Nuka World Settlements which opens up a load of alternate locations to build in. https://www.nexusmods.com/fallout4/mods/23895

Yes I have SS3in1 too and have city plans built at settlements all over the Commonwealth. When I click on the City Planner desk located at Red Rocket Nuka World it says "a city plan is not available for this location"
So is there a SSCity plan for that location? If so I'm looking for where to find it. I just assumed it would be in one of the SS offerings. Thanks for this link I'll try it and see what happens!

I've just read about that mod link and holy smokes 10 settlements. I assume there are not SS City plans for all of those so it would not be a triangle of death issue hopefully.

Sorry should have thought of this; the SS city plan is contained within Conqueror.
