It should sell some water and noodles. This is driven by a custom script though. You may try leaving and returning (of course that always seems to be the case). I'm nearing a version 2 of the mod, and in anticipation I'll build in a little debugging into the custom vendor scripts so I can see what is going on if these problems persist.
