No settlers at prebuilt settlements?

Just downloaded SS, rotc, and conquer and I’m planning on going full raider. Meaning having all settlements including the ones that are suggested to leave as is prebuilt. Anyways as I’m starting out the game and going up to sanctuary I’m not seeing any settlers as I continue to go to different settlements it’s more of the same. I can post my LOD if needed. Also as a side note I’m using start me up and as far as I can tell I’m having no problems other than the settler issue. Thank you in advance to anyone who helps!

Pretty sure it's been said that the Settlers spawn in last, so you have to wait til the scripts stop running. This potentially takes a few hours.

I had the same thing, letting the game run for a bit while I did grocery shopping and other stuff seemed to help. Plus then sleeping in a different cell for a couple in game days so everything would refresh right.
