Question No "Manage Soldier" Option

I don't seem to have the option to "Manage Soldier" at all (e.g. no "Press R" option appears, only the normal "E to talk" interaction, which just gives me the normal line of ambient dialogue and no interaction).
I'm on PC using the Storywealth Mod collection, but other than one quest involving The Bleachers, I didn't think there were any known compatibility issues.
Is there a known fix, or can I find access the Manage Soldier menu somewhere else?

I had this problem but it just fixed itself overtime. If an instant fix is found please tell me.
