No City Plans

I made Curie the leader at Country Crossing and Preston the leader for sanctuary, but neither place gave me the scrap everything prompt after selecting a leader and as the title suggest, there aren't any plans to choose from at the desk.

From Kinggath's answers to others with similar problems:
1. Have you tried a manual install as described in the wiki? NMM sometimes fails to update the files.
2. Can you check with Fallrim Tools if you have unusually many active scripts?

actually I'm sorry I just figured out, all I did was update sim settlements, didn't download the rise of the commonwealth mod
