New HUD icon?

Strange, so I have a fully updated FO4, Sim Settlements + Mods and this is my HUD

Wonder what else you are running or am I missing something
 
I think the smiley was added to the HUD if you are running a city plan (which may be why GA isn't seeing it). It shows if you are fulfilling the happiness requirement for a city upgrade.

Edit: sorry, just saw GA also runs a city plan - so maybe his settlers are happy enough?

Normal game difficulty and medium involvement (but have customized settings somewhat).
It seems to appear in almost all settlements. So far seen it in Sanctuary, Graygarden, Red rocket, Abernathy, Tenpines, Oberland(sometimes?). All running city plans. It does not seem to appear in settlements not running city plans.
I am pretty early in the game still, so they are all level 0-1 cities. Many missing one or more meters full, but some(like shown in pic) have all meters full.
Does not seem to be tied to happiness, have 70-80+ in some settlements.
 
It was added in SS v3.4.5, from the patch notes:
  • Workshop HUD will now show an unhappy symbol next to the City Upgrade percentage if happiness is too low for the next City Upgrade.
So wether you see it or not, as @WetRats hints, probably depends on your involvement. Medium still means happiness matters.

Cool thanks for clearing that up.
What are the happiness requirements of each city upgrade btw? I would have thought 70-80 would be enough for the first couple upgrades.
 
Happiness should be at 70 for L1, 80 for L2, and 90 for L3. Unless Kinggath has made changes.
(Then, depending on your level of involvement, there's of course the amount of scrap, levels of plots and a time requirement )

Helped me deal with my crisis ;)

I did think about tracking those little s*$%#%%&^ down after they left me with this

What everyone forgets is who I am, so in pure evil anger, I decided to return the favour and do this

Ok so I took it a little far and scraped the universe, but I made it up to everyone and put you all in a computer simulation ;)
