Old Post Needs HUD showing incorrect values?

Every couple in-game days the HUD values just go.. wonky, don't respond to changing values and will often stay that way until I restart the game, even if I go off and spend time on an interior cell or stand around in the settlement for 15-20 minutes. The report from the Planner desk terminal shows the correct values, though.

I'm having the same issue. The Needs HUD shows the correct values until I enter then exit Workshop Mode. After that the bars change incorrectly. My Citizen Needs Report seems accurate too. Quicksaving then Quckloading ends up showing the correct values until I enter Workshop Mode again.
