Molecular level not advancing after after building the platform (Sanctuary)

So I'm not sure if this is SS2 issue but I doubt any of my other mods would do this. So I talk with Sturges about the teleporter. He asks me to build the first part (the platform) I build it and after that, nothing. He is supposed to give me rest of the instructions but only has the generic options to talk about. I don't have any city plans in Sanctuary, only number of SS2 plots.

It seems it is a vanilla game bug and as far as I can tell I brakes the main story...shitty bethesda games :(

I do not think this is related to SS2 especially if he isn't set as a city leader. Have you been having any other dialogue issues? It really helps to include your platform and your load order.
 
Thanks to ToLaukka for posting this, would never have thought of if otherwise. I can verify that this solution works, this definitely seems to be a script lag issue. In my case is was at least 2 in game hours after building the initial platform, then 3 in game hours after building the remaining 3 components before the rest of the quest prompts SLOWLY appeared. Fortunately I already had all the needed build resource in my inventory so was able to build everything then just wait for the quest prompts. I chose the Railroad path for this quest and built the transporter in Sanctuary which was already heavily populated with SS2 plots. It was mildly comical to watch Sturges using the control console while I was waiting for the game to recognize that it had been built. This might be avoided by selecting the Brotherhood path for this quest and build it at the airport. This assumes you have not already populated the airport with SS2 plots.

 
Be careful if you decide to wire it to a SS2 power grid. That may be tempting when you have tons of power generated from plots and not a lot of good generators unlocked but a change in power values can break the quest. Or make sure to wire it when everything is complete and there is enough power. To use the thing immediately. Anyway, just a little thing I encountered once.
 
Reviving this issue as it is one I am currently facing.
The script lag is causing a major issue here (and I have a powerful CPU). Following the above I was able to build the relay and wait for the quest update. Now I am stuck on the "Power up the signal interceptor" phase (it has power). This part does not seem to advance no matter how much time I wait.
I know this is not a SS2 problem per se, however as my first playthrough with SS2, if it breaks the game due to its mechanics and the engine's limitations; it kind of ruins the experience.

I've tried some setstage commands to force the quest on, but no update nor change in what Sturges does (playing with console complaining about power). Anybody got any idea?
