Mission: Art of war bug.

So on the mission Art of war where we have to capture the mass pike interchange. From what I’ve read, we’re supposed to fight the gunners on the ground and then talk to Salvador. Then we go up to the bridge above and fight the gunners on the bridge and then look for Intel. My problem is after I fight the gutters on the ground. It gives me the battle report and says I captured the gunners on the bridge before talking to Salvador so when I go back over to Salvador to talk to him, he just won’t respond to me

Have you tried taking the lift up to the bridge? Does he say anything after you kill these Gunners?

No, if you take the lift up to the bridge, all the gunners are just standing there saying captured on their nameplate and he just teleports up there and still doesn’t say anything

That seems very bizarre to me - sounds like they've been captured as POWs, and this is causing quest interference.

What is your HQ policy? Is it set to allow prisoners to be captured? If so, perhaps change it to kill them on sight and see if the problem persists. Do you have prison plots unlocked yet?

If your game isn't too heavily modded, please can you post up a save file? I'd like to dig into this if I'm able to open it.

I'm thinking you could also commit war crimes and execute all the prisoners. See if he talks after that.
