Question Missing City Plan Structures

Hello,

Seems my Sanctuary city plan is missing some structures and I am not sure why. I have tried verifying my fallout 4 files using steam, reinstalling SS-3-in-1, refreshing the city as well as going to an old save and trying to rebuild the foundation. I use Mod Organizer 2 and I have conqueror, but Sanctuary was not one of my prebuilts.

I know how to use FO4edit (decently) if you can guide me to the right place to see what might be missing or conflicting. I don't have any major Sim Settlements conflicts in my load order as far as I can tell and I do not have any scrap mods, just place everywhere. Lastly, if I cant find a way to get these structures built correctly can I use the settlement layout to try and get the city to look correct, maybe when its level 3 or something?

My settlement is level 1.

Apologies for hijacking your thread but this is related to a question I have - I have SS ROTC and have some city plan packs and was wondering about the build limit. After I start or upgrade a settlement the SIZE bar is yellow and I can't build anymore (not that I want to). I then go into the holotape and increase my max build limit. Do I have to do this or would the next upgrade take place even though my SIZE bar is yellow? I have the 'Respect Build Limits' option OFF

It will upgrade as normal with that setting, you do not have to manually increase the limit.

So you only have to increase max build limit if you intend to build anything extra yourself? Am I understanding this correctly? I have increased the max a number of times and am a bit worried about CTD's. Not that I have had any of yet! Fingers crossed!

Correct.
Going over the limit to throw down an extra couple of beds or a turret will not do any harm. Adding extra plots on the other hand might get you into bother depending on the condition of your save.

What you see in your screen shot as stated further up, may be the base line for things that appear in L2 or L3. Has your city finished building yet? and is everything there as expected? I have seen many times power lines and even some floating structures that appear to be in the wrong level. Which plan are you using?

I am using the "RotC: Sanctuary Hills" plan and my city is only level 1, so you may be right. I have low involvement so my cities upgrade pretty fast. Hopefully, some of it will get resolved in later levels. Still weird that structures could be appearing too early though.

Also, I am not sure but I was looking around, and though that some of my floating power nodes supposed to be attached to trees? It is hard to find good video/pictures for every level of a city plan to confirm.
 
Not normally attached to trees, more likely a second storey building that's not there yet.
Edit:
However, after saying that, went to Longfellows cabin and placed a city plan down - power conduit growing out of the trees everywhere!
