Question Menu does not appear

i tried to unisntall and reinstall sim settlement conqueror an sim settlement 3 in 1 and nothing happens removed unofficial patch start me up mod and still menu where i choose graphics does not apper i even used console to find City Manager 2078 Holotape but even console command cant find it any way to fix this? i cant start mod even in mcm menu when i press get holotape i dont get anything

by the sounds of it you're simply removing random mods. all you do when you do that, is break the game.
if i were you, i would start again.
disable all your mods in whatever mod manager you're using, delete your data directory, have steam revalidate your local files, start the game to make sure it starts with zero mods enabled, then, one at a time, add a mod to your game, start it up - make sure it works.

Is your steam Fallout 4 updated to the latest version?

And uninstalling breaks your saves...
