Masters Contest Rules

Having waited a while for Settlers to arrive I can't increase the Happiness value above 20. There is plenty of food, water and defence and the City Manager tells me the happiness will increase to 36 tomorrow but it never does. Anyone have any ideas on why this is?
 
That's the 20 happiness bug by the sounds of it.
Try rebuild local data using the city holotape Tools>config tools

Are you are using the save provided?
 
I was just wondering, is there a method to placing the nav mesh plates from project blueprint? Do I need to make them overlap or is it OK if there is a sliver of a gap between?

Also the talk about precombines made me really nervous lol. I moved some tires that were on the island... Am I doomed?

They should be able to snap together (but it's been a while since I used them). If you are navmeshing a totally unmeshed area, then they should touch. Try ordering a companion or settler to walk through the area you navmeshed. If they can do it, you don't need them to touch.

Also the talk about precombines made me really nervous lol. I moved some tires that were on the island... Am I doomed?
Tires? No, they are not part of the precombines. If you can move or scrap the shipping containers or the broken house, then you know your precombines are broken on the island.

They snap but, never to the part I actually would like it to snap to lol. It's maddening! So I've just been free placing them mostly. Tbh, It's all really confusing. I've tried to make a settler walk to test but they just stand there blinking like how my dog does when I try to get him to do stuff. Later while I was working on a room, I spotted one walk by on their own as if it was all one big troll to turn my hair grey! So I just figured I'd nav mesh the bloody bricks anyway.

Anyway, right then, guess I'm fine on the precombines then, cause I can't do anything with the house. Thanks! Crisis avoided!

I think you should make note of what is and isn’t scrap-able while all scrapping mods or mods that change the things that can be scrapped are disabled. If I’m correct we already know the base game doesn’t allow scrapping of things that cause problems. I could be wrong in this though.
 
All the discussion the last couple weeks in the master contest and today in the October contest has me wondering about the build limits:

Do we need to be checking the build limits against the recalculated amounts to include the plots we choose? Or are the plan limits in each contest NOT counting the load caused by the plots, themselves?

I ask because I have a hunch we might not all be operating under the same assumptions with this, each month.

Set the limit at the very start before you build anything and stick to that.
I upgrade every plot I place to L3 immediately as this will prevent you from going over budget if you upgrade them all at once.
15+ plots upgraded from L0 - L3 is a significant impact on build budget.
 
I just did some testing on just that, can be seen over here.
Something is causing the data to not be refreshed, at least on my machine.
I also noticed some plot sizes had Draws were 1/4 (204 draws) of my current build limit in Boston Airport. A couple of indoor plots i looked at were 30-80 draws.
 
Right; what @Phil_T_Casual describes is how I currently build. I just plop the plots and force-upgrade them to L3 pretty much immediately, though in my case it's more to get a feel for final balancing. If the plots are impacting my final build limit, they're doing it automatically. If they're not doing it automatically, then they're not getting factored into my limits.

@MadGax's testing has left me wondering whether or not I should be running the "Recalculate Usage" command, periodically. In all three of my builds, so far, I've never once run the command.

Any input from @uituit or @kinggath on what the preferred route is?

So far no city plan has been removed from the contest because of over limit so you guys are doing everything right :) and we hope to see more from all of you in the future:) and some new faces to :)
