Manual plot upgrade bugged?

I cant manually upgrade any plot. Plots have an "Upgrade available" message but they also have a "Can't afford upgrade costs". At the same time, they upgrade just fine if I activate auto-upgrade.
 
I gave up and went back to the auto upgrade. There is something buggy in the manual upgrades.
I had two of the same plot types next to each other. One upgraded and the other refused.

I've got it working but the settings are a bit weird..
Costs
AutoPay Plot Costs - Off (new plots won't auto start... I have to start them manually with Pay and Build)
I also have Pay Costs from Your Inventory - On, but Pay Costs from Workbench - Off, but this is more to pay for construction costs, and operating costs (not upgrades).. I think.

Upgrade
AutoPay Plot Upgrade Costs - Off
AutoPay City Plan Upgrade Costs - Off (I only have one city plan... Hubert is in charge so anything can happen)
Auto Upgrade Basic Plans - On
Auto Upgrade Branching Plans On

The upgrade costs get paid out of the virtual storage pool manually went an upgrade is available and I trigger it.

Oh yes, thanks, it works now. But this options a rather... counter-intuitive, IMO.
