Solved Main Base City Plan Progression

I've set up my main Base at Red Rocket and selected the Raider city plan with the City Planners desk. It all setup just fine and everything, but nothing has progressed since then. Do city plans not apply to main bases? Or do Raiders not build these things.
 
Have you checked to see if they need anything to start the city plan upgrade? Like more scrap, or something?

There are so many different settings you can change in Sim Settlements that it can drastically change how these things work, so being more specific is essential to getting a specific reply to your situation.

Well I've enabled Vassals Cities Can Upgrade, Control Vassals Settlements and have Soldiers Needs enabled. I also have Supply Costs disabled in the City Building options.
 
Look at Citizen Needs in the City Manager holotape. It's under Gameplay Options, Settlements, Local, I think. You need to turn that off unless you want happiness to effect your city upgrades. I think you need a happiness of 70 for the first upgrade and all their basic SS needs met, so food, water and defense to upgrade a city.

Ah that would make sense, since my happiness is under 50. I'll try that.

Seems that it was already off. I also changed the City Plan to January's Winner and it seems to work now. I think the Raider City plan didn't even have any plots to start. Or something messed it up.
 
Yeah. I usually turn it off at my main base because it is very hard to keep that place happy. All your new recruits spawn there, so after one night it can throw all of your numbers off if 5 new bodies suddenly show up.

You can also do this in your vassals, if you're interested in letting them upgrade. I usually keep them from upgrading, mostly for performance reasons.
