Logistics Supllied

So I'm stuck at trying to upgrade the living quarters. I can only get 1000/1500 of the Logistics Supplies to build them. How do I get the 1500 required? I have a caravan to a settlement. Everything else is working (so far) as intended. I'm new to this mod, sorry if it's been addressed. Thanks in advance.

Create more Supply Agreements, that is what increases how much Supply Logistics you have.
