Lexington hooligan’s still non hostile and interior storage set to stealing.

Ok so got Ed’s quest today to rescue his dog from the redrocket in Lexington. Went to the quest marker the Lexington hooligan’s are still non hostile. I show up kill 1 of them behind the building other one still non hostile killed him got the key they are still non hostile. Killed the guy with the dog in first room still non hostile. But when I took ammo out of a container , it’s listed in red as stealing from any container in the building that’s the second bug with this quest if they are dead how does anybody own the contents of the containers ?

basically their ai needs to be set to hostile against the player and possible aggressive as well and the containers located in the interior needs to have the owner removed so it isn’t stealing if they are all dead. That or if they are non aggressive why is there no non aggressive dialog options when you approach them outside in the redrocket for a either payout to return the dog or a dialog check.
 
I always thought that was the point, like, they just do their thing until you try and free RT (which is also stealing even though there's no red text) so you can either kill them at once or later when they turn on you. Maybe it's for pacifists or low levels who just want to pickpocket the key and try to free the dog without any fighting. But I'm probably digging too much into it and it's just an oversight. The stealing thing happens in vanilla too, like when you clear the warehouses in goodneighbor but all the stuff is still "stolen".

I get that but but the warehouses in goodneighbor are owned by goodneighbor where this is a zone that once you kill the hooligans should be unowned or not stealing. Just seems like this quest needs a little touch up is all to be perfect. I think an option to talk to the hooligan near the entrance and either bribe him speech check him or turn them all into enemy option is needed to really make this good. The stealing stuff isn’t that big of a deal unless you have a follower that hates stealing.

either way it doesn’t stop anything from working but just doesn’t seem right.
 
Yes, there are a few things that could be done to enhance this quest in my mind as well to make it more immersive. I've not had the hooligans stay peaceful after shooting one of them in the building. Regarding items in the building remaining "stolen" if you take them, this happens in other areas of the commonwealth. I've seen that in buildings that have no occupants.

I imagined that the hooligans should be asking if you want access to see a dog fight, charge you an entry fee as an optional way to gain access. Just going in and picking the lock without a response from them seemed wrong to me. However, this would be an "enhancement", and need at least one voice actor.
I've not had the hooligans remain peaceful after killing one of their number and they have always turned hostile when picking the lock to the pen.

Focus is on getting Chapter 2 released, so fixes/enhancements will have to wait.

Exactly just something small that makes it feel more immersive vs just murder and b&e.
 
Something along the lines of getting them a wolf from Eriksson to replace the doggo... But that would still be animal abuse. A fog crawler maybe? Or get high on grape mentats and convince them to fight each other for entertainment instead?
