Question Leaders of the commonwealth

Good afternoon, I’m new and not sure how this works but to start out I’m on Xbox, and when trying to download the leaders of the commonwealth it won’t let me enable it with sim settlements aio but will if I do the standalone rotc expansion pack. Not game breaking but just wanted to report this little bug.
