Leader Required Option?

What does this option in the City Mannager 2078 do? I disabled it in the hope that it would mean that I don't need a city leader to start building a settlement plan, but that doesn't seem to be the case. I can't really find any information about what this option does.

That should have worked. Saving and reloading after changing that option might help.
