Leader Assignment (Without a Leader, the settlers of Sanctuary hills won't build anything)

Hello i got the following problem.

When i build the desk. Assign Codsworth as leader it doesn't work. I get the message that he is now the leader then right after i get:
"Without a Leader, the settlers of Sanctuary hills won't build anything"

and the whole process starts again.

I tried disabling all other mods but still doesnt work.
Clean new install still nothing.
3 in 1 Download and Year One Pack still nothing.
Tried to install RotC and IR and Sim Settlement without being in a package but single download and install.
Same Issue.

So is there a fix or does something conflict?

Thanks and i will check back in a few days i need to go now but i thought maybe someone know what the issue is.

Load a clean vanilla (no mods) save with just Sim Settlements 3n1 and see what happens. It should work just fine, unless you have a messed up install. In which case a manual overwrite will fix it. Then start adding your mods back a few at a time.
