Primary Bug Report Laying Foundations - Quest remains active and trackable after being completed

Quest has been completed and moved below the break to the list of completed quest, but the name is undimmed and the tracking pip is still active.

This bug is still there. I tried multiple times to restart a game and see if it get fixed, but no its occurs every time for me. A quick research on the forum gave me these results:

Also this bug may also glitch out other quests, vanilla or not, by bouncing active quests to the resolved section, then back to active and so on in a loop.
