1. afaik the third row of the icon (cmiiw) is what the building lack for upgrade, i have full bar of defense, but those building still lack of it?
2. theres also happiness decrease, i assume its because of the not enough recreational plots, but funny thing is i already built almost all of its type, but still the recreational bar wont go up, i already checked they already got power etc
3. also is there a way to manually upgrade a plot ?, all my farm should already able to upgrade to tier 3, but for some reason, none of them will, i already experience this on my playthrough, and all of them upgraded to tier 3, but unfortunately i need to reload to my previous save because of Jake quest bug, and now none of them upgraded
