Fixed Jammer stuck in "this person is busy" and dosnt move settlement either

exactly what the title says.. happened after i took over a settlement and came back. have tried disabling and enabling him again and have tried to shoot him so he moved. none worked. really dont want to load back as it has been a while and it was a really though fight.
 
After days of trying I managed to fix it... first, I went back to the earlier save and he was still bugged.. continued to try a lot of things and today I fully killed Jammer (with the execute) and the resurrected him. and now he works(i think)

This means he's in an important conversation with someone. I had this happen last night and it was because the NPC he was supposed to talk to couldn't path to him.

I'll be making some adjustments to ensure the NPC can teleport if need be so the sequence doesn't get stuck.

Thanks for posting your solution to the problem. I thought I had tried everything and ended up restarting the game while waiting for a response to this issue.
 
Had this issue as well, the way I got around it was finding the NPC trying to speak to Jammer. After finding the NPC select him with the console and stand right next to Jammer and type "moveto player", NPC was close enough to begin his dialogue after that.
 
In today's patch, Jammer is now flagged to continue sandboxing during these scenes so that it will be more likely the NPC can find a path to him or that Jammer wanders close enough to the NPC to start the conversation correctly.

I'll continue to make adjustments as more people report details of their particular circumstances surrounding these scenes. I want to make sure we have a good solution for this as it adds a lot of life to the settlements if the quests can happen organically without me having to force all of the NPCs to particular locations.
