warning major spoilers
I'm trying to skip straight to Chapter 2 "How to HQ" on a new save using the holotape, but after waiting for all quests to complete, Jake stands in the building at Concord, and talking to him does nothing.
This 'stuck Jake' issue was already happening with me on old saves when skipping to the Chapter 1 quest "The Coolest Cat," but I was able to fix that by waiting for Old Paul to arrive at Jake and ask for help with the raiders down the road. No quest markers would appear but by following Old Paul, sure enough the raider group was there and dealing with them made Jake realize what part of the story we were in. Because of this, my assumption is that with Old Paul being gone in Ch2, Jake needs to 'update' again but is stuck waiting in the Concord building for someone who'll never come.
Also noticed the cells won't update i.e. GNN still has gunners surrounding it.
Edit: And one more thing to note, Jake is supposed to be arguing with Aiden as you enter GNN during How to HQ, but due to my current bug, Jake has become seemingly schizophrenic and is arguing with a nonexistent "Aiden" at the Concord building.
