I've been stuck on "commonwealth rising" and "How to HQ" quest for 3 months

just as the title says.
For the last 3 months i have been stuck on the quests. A while back i asked on the sub reddit about how to fix it they said to just wait it out i forgot about it for a while but just remembered it.
The problem seems to be with the part of "How to HQ" where you are given the task to "use the HQ system to set up additional living quarters". it seams that it isn't being completed. i assume that it is the reason that i haven't been able to do anything in the commonwealth rising quest. About a month and a half ago i went to the HQ and cleared out all the tasks and started the three tasks in this order:
1. living quarters
2. power distribution room
3. computer network upgrade
But this hasn't seemed to help at all. Does anyone know how to fix this problem? I decided to turn to the forums for help.

I'd worry first about the living quarters. Early HQ, usually until you get a compliment of 10 Facilities staff (with STR10 or higher), you are only able to easily build the 2 person Living Quarters. The How to HQ quest will finish up when you recruit 15 Staff to HQ. First i recruit the Facilities Staff, then I look for Engineering staff with Perception 10, and a few Logistics Staff (END 10)
1 Logistics Staff can manage 2 Supply Agreements - just remember that the Settlements you make Supply Agreements have to have surplus resources to share.
Also, remember that the Settlements also share with each other, so if one or more of your Settlements is short on resources, surplus goes to the Settlements first -- at least that's what I've found.
I usually buid like this: Facilities Staff, and then Engineering Staff up high enough to build the Power Distribution Room, then the computer network upgrade.

the problem is they aren't building the living quarters. I'll go and see if I'm building the wrong kind of living quarters. and update you. i'm thinking the problem is that i am not recruiting the proper people ill look into it.

Alright I canceled everything and tried making a 2 person barracks but I couldn't find it in the build mode. Should I recruit more people to the hq or what?

You can recruit more Staff than you have Living Quarters for up to a certain point. They will assign to Facilities.

So you cleaned the room and it isn't available under Facilities > Construction > Living Quarters? You don't actually have to go to the Room to build or clean rooms.
You can also build rooms for the Department Heads, they don't take much energy or resources.
