Question Items that need to be excluded from Settlement Export

In my current playthrough of SS2, I imported settlement layouts that I exported from a previous playthrough. I have noticed some objects are being imported that should not be. So the first question: is this related to having Place Everywhere installed? Its the only mod I have on my short list that affects settlements/settlement building. This might be related to issues I have read on the forums concerning City Plans.
  1. The cinema screen building in Starlight Drive-in.
  2. The radio transmitter at The Castle.
  3. The small power conduit above the radio transmitter at The Castle. (This one is really a non issue as it can be scrapped)
This is what I have noticed so far. The big one is the radio transmitter. I took me a while to figure out why I couldn't finish the quest "Take Back The Castle." There were two objects, one started 00 the other ff. This tells me one was created at runtime.

Is the excluded items list part of WSFW or is this handled on the server that creates the settlement layout / city plan? If it is part of WSFW, I can submit the required changes to the WSFW Github.

I’ve also posted up about this after finding it at starlight drivin did not know about the others. My guess is it’s wsfw doubling down the buildings maybe there’s a faulty check not happening allowing the buildings to be rebuilt when not needed. either way it effects build limit and FPS in game cause the engine is loading 2 of the same things. The FPS hit is very minor though would be similar to adding any other large structure in the settlement.
