Question Issue with WSFW export/import

It is exporting items NOT built by the player, why? Some of those items aren't even scrappable. While importing, I end up getting a lot of duplicated items that were already by default in the settlement. For example the two beds in Tenpines Bluff.
 
I am assuming you are using a scrapping mod, what is it? Do you have any other mods that break precombines in settlements? If yes which ones? Then what is the load order of those mods?

I'm using Clean and Simple, which do break precombines in settlement areas.

But Transfer Settlement Blueprints never imported items not built by the player even in those CAS settlements. I have no idea why Workshop Framework does it, no matter if scrap option is enabled or disabled when exporting/importing. I end up getting duplicated items one on top of another from items that we're not able to scrap to begin with, and I only notice the duplicates when I use Place Everywhere that enables moving items that are not scrappable.

I don't quite have it either but I am getting to the problem. Unfortunately I am working mainly on my Xbox so I need to do things creatively. It appears to be a problem when a mod adds a layer and another mod break precombines, it is the combo of the two, but still it is the new layer that losses its place of importance with the engine. Possibly it might take two mods breaking pre's for a cell and a new layer, just working on that detail now.
If you don't mind can you answer couple of more questions? What scrapping mod are you using? Are your clean and simple mods after your scrap mod in your load order or before? When do you add the clean and simple mods, at the start of the game or after you have taken the settlement? or at any other time that is not the same as when the scrapping mod is started for the first time? How many settlement are affected by clean and simple mod?
Do you have settler pathing problems? One example would be settlers sunk into a raised floor when you first get to a settlement. Farmers that work all night. Guards that really only go to one station. Most times they will leave the post but just do a quick circle and come back to that post.
 
I'm not using any scrap mods. Clean and Simple just do some terraforming and remove trash so we don't need to use scrap mods, tho it intentionally breaks precombines in the settlement areas to not mess with mod compatibility. I believe it keeps some vanilla records with their original IDs like beds, crafting stations and so on.

I don't know how the workshop really works, but only items we built should be registered in the process of exporting, which is what TSB does. TSB never exported items that were not built by the player UNLESS we check that option in the holotape. It is an option that VSFW doesn't seem to have by the way, I don't think the scrap profile option in VSFW is related to it, as the items I didn't build were exported one way or another.
