Is there an advised "maximum" number of settlements building via RoTC at once?

This about half me troubleshooting some issues and half me taking notes for future reference.

I have five settlements building right now; Sanctuary, Tenpines, Hangman's Alley, County Crossing and Starlight. The first 3 are level 2, the latter 2 level 1.

I've started noticing some performance issues such as microstructures outdoors ( and not necessarily in a settlement), and am trying to figure out what the cause is, whether it's another mod or me being too Gung-Ho with building up settlements.

I wanted to see if there's a recommended maximum number of settlements that could be build at one time before performance issues start to appear, in case that's what's causing the stuttering.

If the performance issues aren't near settlements, it's likely unrelated to SS. Despite the complexity of the mod, the code runs very efficiently. Things like City Plans are checked and upgrades only one at a time, so you never end up with all of your settlements hitting you at once.

Scripts are rarely the cause of stuttering, it's almost always rendering or AI that's the issue. To confirm scripts aren't the issue, you can load up your save with Fallrim Tools, and look at the ActiveScripts section. If the number is single or double-digits, you should be fine in that department. If instead, you're seeing triple digits, then you likely do have a script problem to sort out.

The next thing I'd look at would be any mods modifying the AI. If you're not using any of those, then things that break precombines, or texture/model enhancers are going to be your next likely candidate.

It sounds like the issues may have cropped up later in your game, as opposed to having been there from the start. Are there any mods or CC content you've installed after the start of your character? Those would probably be a good place to start investigating things.

The absolute best first test though, is to load up mod free and see if the stuttering goes away. If it doesn't, then you can save yourself a lot of wasted time troubleshooting as you'll have confirmed the issue is probably related to the base game, your save file, or your hardware/drivers.
 
Are you by chance, using bethini to tweak your config? I experienced the microstutters on a 1080 (with no mods) and this sounded related.
