Is it okay to get rid of plots and do what you want with the cities?

Should be fine, But only after the city has reached its highest level. Otherwise all your changes may get removed or hang in the wrong place etc.

This brings up an interesting concept. City Plans with “open slots”.

The basic walls and infrastructure might build automatically. (Food, recreational, martial plots, water supplies, residential, etc.) The user then places whatever he desires in the way of industrial/commercial plots in some pre-set areas.
