Is Dogmeat incompatible with Conqueror?

I can't get Dogmeat to stay at Sanctuary Hills (my outpost), nor order him to go there. He keeps returning to Red Rocket. If I try to send him anywhere from Red Rocket, only Red Rocket shows up in the list of eligible settlements. If I send him to Red Rocket and try to order him again, the list is empty.
Is it because I made Sanctuary Hills into a Conqueror outpost, while Red Rocket is still a vanilla settlement? Or are animals not eligible to be residents of outposts? Or is the workbench menu not the correct method in Conqueror for sending residents from one settlement to another? What other method is there to reassign troops/civilians/settlers/animals from one settlement to another?
 
But I dismissed Dogmeat before trying to send him to the outpost. Does that mean that no potential companion can live in an outpost, even if they aren't companions at the time?
That would be strange, since all the characters that are eligible to be leaders, are also potential companions.
 
Just to make sure I understand correctly:
No companions - whether current or potential - may live in an outpost or vassal settlement, unless they are designated to be the leader of their settlement. Is that correct?

What about Mama Murphy, Sturges, Jun and Marcy? Should I deport them to somewhere else, or is it safe to keep them in Sanctuary?

EDIT: I think I'm in trouble now. Everyone keeps returning to the locations they were originally recruited. MacCready has ran off to Goodneighbor, even though he is the leader of Sanctuary Hills. Preston keeps going back to Sanctuary, even though I set him as a resident of Red Rocket.
Red Rocket isn't managed by Conqueror, so I don't understand why Preston won't stay there.
As soon as I dismiss someone as a follower, they run off. Is there a way to untangle this mess, or is my save screwed? I'm using AFT. Could AFT be the cause of this, or is this how it works in Conequeror?


EDIT2: I told AFT to unmanage them, and now they stay where they should.
Leaving this here in case someone else runs into the same problem in the future.
