Solved Invincible Mole Rat

Kind of...... but it's not ideal.
If it won't die with the kill command you will have to go back to an earlier save and kill the mole rats before you try conqueror the settlement.
 
The mole rat isn't there if I go before the attack, I reverted to a save exactly before the conversation with Jammer, went there, attacked the settlement and the molerat didnt spawn in, it only spawns in when the mission to take over gets generated.

Glad reverting back solved your situation.

There's always one sleeping molerat at Starlight. In the ground, northside between the screen and the shack. If you come down the hill at the right angle you can pick it up in VATS and see that it is not hostile yet (green target). Unlike the other molerats (who are always hostile), it won't aggro until you get near it and wake it up. I suspect this is why the civilians in prebuilts don't just go ahead and kill it like the others. They can't/don't wake it/aggro it. Then, if left to slumber, it somehow gets counted as a civilian when you schedule an attack. Same principle btw for the (two) sleeping ghouls in the cabin with the magazine at Sunshine.

It's important to scout out both Starlight and Sunshine (at least enough to wake up the sleeping baddies) prior to launching an assault. This solves the problem on the front end.

Hey thanks for that tip, im going to try that right now, I think you missunderstood my post tho, I said I went there to kill it but it wasn't there, so the problem is still not solved, but hopefully with this new information you gave me I will have some luck this time:) cheers
 
Ok , what bullyrock said definitely helped, I had to TCL under the ground to find the molerat tho, it was indeed below starlight drive in but It was not getting agroed, so I used tcl , went underground, found it, killed it, and the attack was successfull, thanks a lot, bullyrock.
