Interior Plot Drive-In Thearter

One of the half room interior residential plots at the drive in theater is sticking out of the wall next to the water, second story. I am doing a city here. I have refreshed and walked away and come back and the issue remains. I am in survival mode

Looks to me like that orientation bug. I suspect it got upgraded off-screen after you rerfreshed. I think you have no choice but to keep refreshing it until it reaches lvl3...

Plot starts out that way. Seen it twice. I just moved it to where it should have been.

I had the same issue, I just moved it so it was inside the building. But it was like that since level 0 and 1 and 2.
