Solved Installed and chose default settings, can't find prebuilt cities anywhere..

Everything seemed to be fine, I can put out a war planner desk and all that but all the settlements are just as they would be in a vanilla game, with low amounts of settlers and no sim settlements buildings.

Anyone know where i went wrong? Was my first time downloading and installing Sim Settlements and Conqueror (using Vortex), thought everything was fine but apparently not.

About ten hours into this new playthrough and I'm pretty invested in it so I hope theres a way to fix this that doesn't involve starting a new game. Its honestly something I should have checked on before now. >_<

And thats a shame. Still though, would you happen to have any idea as to what could have caused the settlements not to be prebuilt? I didn't mess with the settings.

Like I said, not a fan of Using StartMeUp with SS.

my FO4 “telepathy” says you never even saw the option to setup the prebuilts.

If you did, and it still glitched then please explain that. :good

Oh, I did actually. I used start me up but I was given sim settlement conqueror options (as seen in the video, I just went with the defaults) as well during the opening. Start me up might have still caused a problem though somewhere, transitioning things in the intro too fast maybe?

I guess I could still download rise of the commonwealth and have some fun with that, assuming there are no conflicts. Not quite what I wanted to do with my crazy/evil cultist playthrough but since it would be a bad idea to disable sim settlements, might aswell still use it.

I can decorate them all with Children of Atom stuff at the very least I suppose.

wait, the sim Settlements esm isn’t the three-in-one?

you need the rotc to have city plans/prebuilt settlements. If just SS then that is it.

Most of Conquerer does work without Rise of the Commonwealth, just not the bits involving city plans. Without it you'd just need to build your own cities and miss out on prebuilds.

Got-ya, hahahaha, I wasn't thinking. :crazy

I have been using that mechanic all along, settlement assaults without prebuilt.

My dumb-butt even did a video on it. :crazy
It is a great way to save on the real system resources of playing the game.
So, what said here makes perfect sense given what NDC said.

RotC isn't required - it just happens to be a good source of City Plans. Separating it from Conqueror was due to the fact that we have so many community made city plans now. For the hardcore users, or Xbox players with limited space, this was a blessing as they could pick out a minimum number of city plans to install and use with Conqueror.

Unfortunately this does make it a little unclear for people not using 3-in-1. Perhaps I should add a city plan count to the final confirmation like:

"Base on your options, 5 settlements will be prebuilt." So if people see a low number they will know something is wrong before they commit.
 
I ended up just biting the bullet and restarting after all.

Everything seemed to load and set up right this time. Settlements are prebuilt and populated.
