Fixed [Industrial Revolution][spoiler] Floating Mass Chemical decal

The tier 3 chemical plant has "Mass Chemical" painted onto a smokestack. However, it's not wrapped around - it's floating in front of it.

Oh wow - I completely forgot about that. I'm currently doing a pass on all of my buildings to add performance option support, I'll try and get that fixed in the next couple patches.

@kinggath Was this fixed? I believe that is what this note, "*Removed floating decal from Chemical Plant." is in patch 2.0.4 notes. However, I am not sure. Would like verification for wiki add or not. Thanks!

Yes - I removed the decal.
