Incapacitated Settlers no getting up.

After an attack on a settlement, some settlers are incapacitated and sitting on the ground.
There is no option to stimpak them, only option is to track.
Disease options turned off.
Stimpaks in thier inventory.
Better settlers installed and I have it set to the vanilla option on mortality.
It usually takes leaving the settlement and then coming back after a short time for them to be normal again.
Anyone else seen this issue?

This is a known issue. It should be fixed in the next WSFW release.
