Question Immortal Settler in Tenpines Bluff.

There is a female Settler in Tenpines Bluff that can not be killed by normal means. She is also immune to the console Kill command, using disable deletes the person but the quest still has her marked, and markfordelete disables her AI making her hold still, not fight, and keep the quest glitched out and not able to be completed.
The video below should show what I mean. Any idea what would cause this sort of thing?

Im newer player but try going there and killing her then starting the raid, I ran into a similar problem a few days ago with immortal ghouls killing my whole team.

Tried sticking a collar on her and sending her elsewhere. Went back and tried the raid again and it was still glitched. Sort of like the old turret glitch, it said there was someone left alive that we needed to smack even though we've already killed all the guards and downed all the civilians in the area.

Edit: Damnit it's the same chick. She never made it to the other settlement and is apparently still counted as a defender and is still immortal.
Tried smacking her when I hadn't taken the quest. She's still immortal and immune to all known console commands. I am at a loss.
There's also this really weird bug where I'm hearing the Mechanist recording playing from random spots. The antenna at the Cambridge Police Station, near a mailbox in Sanctuary, it's harmless but weird.

I'm getting a similar issue but the "settler" im trying to kill is a molerat.
