I love HQ the workshop was a little complicated but cool I loved the way it was design I wish it was a way we could use transfer settlement with SS2 So when I start a new game I can use the same design that I created in the Settlement And I would love to know how to build my own plots by using what's in my workshop

Welcome to the community! We are all thrilled you are enjoying SS2.

Assuming you are running on PC, everything you need to make your own plots is available for free and there are some quite impressive tutorials and walk throughs on how to do it.
Here is a link to the walk through: https://wiki.simsettlements2.com/en/CreateAddons

Here is a link to the tutorials KG created for everyone: https://www.youtube.com/playlist?list=PL2g2oK5KhZT0WUOw0Y_8HFudZbgfmcdEl

I know this next link says its for a contest but it contains all the instructions necessary for you to export your existing settlements so you can use them in other play-throughs. (you can also share them with the community is you so choose) https://wiki.simsettlements2.com/en/contribute/building-contests

Those are the basics on how to do what you are asking. There are some awesome communities for both plot building and city planning that can provide additional support. We all look forward to see your creations!

To clarify a little detail buried in there; the "City Plan" mechanic of Simsettlements is, in effect, a custom version of "Transfer Settlements" - I know the game describes it like "the settlers are building it themselves", but what it's actually doing is basically copy pasting into your game the way another player built that same settlement. The "building contest" link Freddrick gave there describes the way to do the 'export' part of that process.
