I cannot build a room in HQ, while all the costs and personnel requirements must be met.

So I recently started building up the HQ and encountered this issue.

Specifically, when I tried to turn "Bathroom - Lower Women's" (or the room C2) into a living quarter for 4 people, while all the costs and personnel (or facility energy) requirements are met, I cannot progress the construction any further.
The message which says something about "staff shortage" keeps popping up, even after I have gathered 6 settlers with 10 strength.

I am doing something wrong? Any advice is highly appreicated. Thanks in advance!
 
Realistically I'm just taking guesses. The "HQ-specific resources" - department Energy, Scrap Logistics - shouldn't even need "time to accumulate", as soon as a project is finished those are meant to refill 'instantly' (as soon as the scripting engine allows, obviously - generally takes a few seconds for me). I've noticed more than a few people describe it in terms that it isn't doing that for them, though...

I can visually confirm in the HUD that those resources are "released" (as I think of it) … I'd like to be able to see what resources I actually have (wood, steel, etc) but the Supply agreements seems to reflect the Caravan Network rather than display actual quantities that HQ use. It says it has all resources when the build window opens, but apparently that's not true, and I can't tell.

Hm, it's tough to diagnose these kinds of issues.

I know when I do that quest/sequence, I build the specific living quarters for the Department Heads first, and after taking the Rebreather from the bedroom Jake designates as yours, I switch that room out for a Barracks too. I feel no shame about having the setting enabled that makes it so rooms don't cost anything when you use the not-ASAM on them, with how buggy and temperamental it all is, removing the headache is worth the reduced 'immersion' level.

I think the intent is that you're meant to build the lower capacity ones first then change them out for the better ones once enough people are there?

I mean, yeah, that makes sense...and I never thought of changing my room to be another living quarters, so thanks on that one.

I'm leaving the setting on because I'm trying to make the next video for my YT series, and I want to demonstrate how this works. This has me stopped cold. I'm trying out the suggestions on getting more supply lines established and resting before I attempt to build, but so far no luck.

5 supply lines set up, and still not enough to build 4 person rooms.

Just running through potential fixes that'd be (relatively) easy in my head here... did you check in at a Department Desk to make sure there's no Disasters currently active that might be consuming Energy or stopping rooms you already built from working? Remember that when a Disaster spawns in a room, until it's resolved, that room's functionality is disabled.

I couldn't wait. I checked the desk in Mansfield's office (assuming that's what you meant), and found there was an infestation in the basement. I dealt with it, but still can't construct large rooms.

Yeah that's what I meant - that "check for disasters" menu comes up at any of those desks scattered around HQ so I was kind of generic in the descriptor.

I'm struggling to think of any other potential causes now without having more to work off of, sadly.

Thanks for the assist, regardless. I'll just sit for a few days in-game and see if that helps.
 
So I'm seeing that more supply lines are definitely important. They increase Scrap Logistics, which are needed for larger rooms. Scrap Logistics is not listed in requirements for building when interacting directly with the consoles, so there's a bug to report to Kinggath
 
I finally have enough of everything to build the largest Living Quarters and I went to try and build from the console direclty, and it didn't work. Workshop mode successfully builds the room. Reported to Kinggath
 
I was thinking it doesn't display scrap logistics at the room control. Which kinda sucks but doesn't change the mechanics of it (either way you can build a room if you have the reqs). But I guess there really is a bug there.
