How to start Where there's smoke?

Probably asked a thousand times before but I cannot find it: What triggers Where there's smoke? Played New plots on the block some time ago. But nothing is starting after that.
 
You should be able to listen to Jake's Private Frequency after some time and it will tell you to go visit him. That or try dropping by his workshop.
 
Ok, those things are not happening. Should I use the command: cqf ss2_mqmaster SkipToQuest X with SS2_Sirick_MQ11: Where There's Smoke
to make the quest start?

i usually advise against command usage since if something broke on your save... means a lot more might break going forward. My advice roll back to the point you finished the prev quest. then wait 2 days and see if any misc pops to listen to his radio. if it doesn't go to concord. if that doesn't work then use the commands
 
Jake should invite you over in person, the moment you finish New Plots.
Ah, you jogged my memory! This is one where there is no indication that you need to do something to advance the quest. Just Jake saying he's going back to the workshop after New Plots on the Block.

You have to talk to Jake.

The other part aint necessary.

Yeah, skipping option should be a last resort.
The cqf skip commands are safer than setstages console commands.
