How to HQ

I feel kind of stupid asking this, but is there a tutorial on how the construction on how to HQ works. I got a few things done by just messing around with it, but I do not understand how it works. The short tutorial in game was too short & I am confused on how to do it. I do not see a way to go back & look at the in game tutorial as it might help. I see the options for manage & cleaning, but I dont understand what the manage does, & does cleaning mean they get rid of all the trash & debris, or should I do that. Any help would be appreciated.

I have a quest guide for How to HQ that may help you.

Cleaning does clear out the debris. No need to personally scrap anything in HQ.

Also, the information from the popups you get is compiled along with some other information is compiled into this page for reference:
Headquarters :sorry Sorry this is still incomplete, I'm trying to get through recruiting people for HQ in my game, and haven't played the quests after How to HQ yet.

It looks like this quest in more than just the tutorial. I'm at a part where it ask me to build more living quarters (which I did), but the quest dosen't register as completed. Is there an actual number off living quarters required?

I just completed How to HQ recently.
Recruiting 15 settlers for HQ is a requirement for this quest.
In order to recruit that many for HQ, you'll need to clean/build enough Living Quarters to accommodate them, so that quest objective doesn't complete until you have finished doing the recruitment.
The quest tells you that the Tutorial is completed. That means that the projects (cleaning and buliding) to make Living Quarters will take a few days to complete.

Well, I have four 4 beds rooms. I have 10 inhabitant inside the HQ and I can't send any additionnal settler as I have a pop up telling me there is not enough room.

How many staff total do you have? Including Jake, Aiden, Lupe and Theresa?

The HUD in HQ should show you the current and max population of HQ up in the very top left, up here where I circled/arrow'd.

(forgive my visual overhaul making it hard to see in screenshots, I'm going to stop running that for future playthroughs)

I'm having the same issue. I have 6 people in HQ. I have the number 15 in red and a max of 0 despite having constructed a bunch of living quarters. I'm also having an issue where Theresa somehow came unassigned from Administrative and when I tried to reassign her, it said that 0 jobs are available.

Hi everyone, I'm need help with HQ logistics. So, I clean up every room. i make 3 caravan links. And I have 17 people in total. But, when i want to build, i got almost none scrap, and 40k logistics scrap. Why is 2 types of scrap at first place? where did i get it? Number grows over time but so slow, i can complete game and all 3 dlc and can manage to see 10k of that scrap. for 5-6 building!
engineers make energy, security doing nothing, and logistics provide scrap logistics. What did I miss?
And since its my first message here, thx for this mod. Unlike SS1, it doesn't work properly on my pc anyway, but I admire the idea, and all the work u did over the years.

Many people have trouble with the scrap part of this. I myself have not figured out how to make it work right, so I cheat using workshop plus mod. If you have Mod Configuration Menu mod, you can turn off the time it takes to build in HQ. It only takes a few in game minutes instead of full in game days.

I got the Stodge settlement and Red Rocket, where I drop most of my loot. Still zero scrap, zero logistics. I couldn't continue.

I turn off leader requirement, that helps. Didn't have much choice, since city plans won't work at all on my pc, but works like a charm on SS1

for me I made sure to have enough settlements to reach GNN with caravan plots
and make sure in mod options to disable supple agreements require leader

and in the quest after you create your first supply agreement and build a caravan plot in stoges settlement i was left with 1k scrap logistics

for me I had to add a 2nd npc to logistics to get to 2k scrap logistics even if i had multiple supply agreements

I think I'm right in saying that you only get about 2 supply lines for each person in your logistics team (unless their relevant SPECIAL stat is amazingly high). Each supply line has a maximum amount of scrap it can deliver, so I think you'd be unlikely to get near 2k scrap without a second team member.

But I'm not sure whether/how scrap accumulates over time (e.g. if you're getting a certain amount each day and don't build for a few days, does it like up?).

I have the impression that I'm not the only one finding the whole system a bit confusing...

The amount of "scrap" you have is meant to be the same pool of Virtual Resources your settlements are producing via Industrial Plots and consuming to upgrade etc. For some reason, it's not correctly 'linking' for some people and I have no idea why.
"Scrap Logistics", however, is meant to be a simple 500 per "Supply Agreement" you have active, and it should 'refresh' every time projects using it finish (as long as you exit Workshop Mode, wait a sec, then check again).

As for the reason there's two resources like that, think of it this way: "Scrap" is the actual building materials etc, "Scrap Logistics" is how many resources your HQ staff can actually get shipped to GNN and process at any given time.

Don't need a city plan to assign a leader, just build a manager desk and assign someone to it. When it asks to tear everything down, pick "nevermind". Some settlers (mostly companions) have unique traits as leaders. But yeah. Personally I still dunno what scrap even is (assuming playing on categories or comps). Maybe it's on the wiki. And the whole scrap logistics as a resource thing is kinda confusing.
