How to assign a settler as Mayor

If you wish to assign a normal settler as Mayor of a settlement then do the following:
1. Place a City Planner desk if you do not have one.
2. Open Workshop mode like you are going to assign a settler to a job.
3. Select the settler you wish to be Mayor.
4. Highlight the City Planner Desk and choose Assign.
5. Wait a few moments for a pop up message saying Settler is in charge of your settlement.

You will then have a pop up window asking if you wish to implement a City Plan. You do not need to choose one at this time if you do not want to.
If you wish to use a City Plan later go to the City Planner Desk and select Manage.
 
This thread includes some of the challenges I encountered while working through this. It may make sense to note that some of the findings there:

1. If you do have an eligible and available leader, you can get a confusing stacked and repeated plan selection window.
2. If you have problems with this feature (maybe it was just me), disabling the leader requirement in MCM can get you past it.
 
Which was why I wrote this to add to the wiki.

Turning the leader requirements off, kinda defeats the purpose of writing an article of how to assign a settler, lol.
