That's the way it works at all complexity levels below full components. Alphabetical taking of the costs. You'll end up with so much wood and steel soon you won't know what to do with it all.
100% true , pal! I got the half of steel needed to build the Admiral Graf Spee... More or less.
At least we can use steel to make screws and wood for make acid.

I dunno if It's possible change, so is only a comment not a heavy complain, but have more sense a settlement was more focused in gather wood, steel and concrete.

The problem is in the early game: you run out fast as hell in the materials that are the more expensive shit in the Commonwealth. A little unbalanced, IMHO.
 
It's a bit unexpected and not very nice of the game but once you know it, can take out all the stuff you need for other stuff and put it in some other container. I was always low on aluminum (pro tip: makhra fishpacking plant in ne corner of the map has tons of trays for it) to make asams.
 
So not sure if it was the 1.1.0 update or the one before it but the new cinematic when exiting the sewer in concord after turning on the power was great , same with the introduction of the bootleg defense plans earlier on in the story makes balancing out the early game settlements easier since I don’t have to place like 10 turrets. Overall 1.1.0 is running pretty well for me so far.
