Not a bug Homes, businesses and farms not upgrading

So i have 19 settlers, max food, water and defence. Max power and homes. 9/10s jobs and 3/4 happiness.

I have yet to receive an upgrade for the houses, jobs or farms.

I have my latest save linked . Sanctuary is my main settlement as of now, and the character is in it.

Looks like it's just a Happiness issue. You're at 64 happiness, upgrades start at 70.

For some reason my happiness is decreasing, I have no idea why, everyone is employed, everyone has beds (2 that are apparently unsheltered?) and there is plenty of resources.

What am i doing wrong?

If I'm reading the workshop scripts correctly, happiness degrades naturally if you don't have happiness plots such as bars and clinics being worked. Do you ahve any of those?

I have the bar and clinic commercial tiles from the mod yes. I upped my charisma by 1 (allowing more settlers), refreshed all tiles with the Holotape and it has turned to a positive happiness increase. I'll have to wait a bit longer in game to see how long this lasts,hopefully a while

So, i just got to 70% happiness and about 10 things started upgrading at once.
