suggestions below from an older post. sorry about reusing but i am at work. The part i suggest is the install advice if you decide to do that.
I am sorry you are having problems. It does sound like you are troubleshooting it correctly. Can you roll your save back? Preferably, before any mods were installed? Once you get to a certain point it is no longer about disabling mods to resolve conflicts but to progress backward in your saves to identify if you have save file corruption.
Before doing that have you verified the integrity of your game files through steam?
Some suggestions below for other users that can help with early game problems, troubleshooting, early game issues and modded game installation in general. I do the below along with a clean wipe of everything FO4 before starting new playthroughs. FO4 can be a very long game, a little prep up front can help with the bumps of a modded game.
I want to define two things that I do and recommend.
- Players of Fallout 4: After 4000 hours playing FO4 and I don’t know how many restarts. I now do a vanilla run to about level 5. Afterwards I pull those saves to a safe place and label them. I am not surprised how many times I have used those saves to troubleshoot. + I remove the CC content from the data folder. You can install it later if you want.
- Users of Sim Settlements. Yes, I know Conqueror needs to be installed upfront. This makes # 1 above so important. Once, you do the above. Then I start another new save and all I install are the UI, F4SE, Inventory and my Sim Settlement Mods.
- All other mods I bake them into tiers and install big ones in the cryo area of the vault. All others particularly any mod that adds items to inventory or preloads quests like creation club I wait until I am outside the vault.
In the past I have recommended that players do a vanilla run from pre-war Sanctuary to the exit of Vault 111. You could do this to any benchmark / level you want, 5, 20, ??. It is just better to have them saves just in case your game gets Borked and it provides a convenient way to check for save file corruption or restart the game.
Hint, maybe overkill. I now also make a 2d backup folder of the saves in the new game through suggestion #2 above as it is so unlikely that I experience save file corruption that far back.
