High tier factories output

First of all: what does the lower part of the resources panel tell me? If i'm right, this should show me the available ammo, weapons, meds and armor in the settlement. Or am i wrong? And what's the symbol that looks like an dumbell left from 0/2500?

When it's indeed what i think is, then there seems to be a problem. I have most of my settlements on levels 2 or 3 with high tech factory plots and armoury production plots unlocked. So there should be guns and ammo available in the settlement. but there is no ammo in the workbench a well, same goes for resources like acid or lead.

So, how do these high tech factories and production plots work?

And, last question, why do some settlements have zero to none settler growth despite beeing on level 2 or three?

The dumbell is your full supply storage, which you get by building lockers (different from storage containers) and martial plots. You get supplies either from 1) donating weapons, ammo, and armor to the war chest, 2) talking with provisioners at L2 or L3 to buy supplies (you can spend your caravan networks' virtual caps that way), 3) converting some of your settlements from full settlements to vassals where they will then provide supplies but you lose managemetn of them, 4) taking territories, such as random map markers, which give you supplies per day as long as you hold them. You are not going to get them from ordinary factories and the like. You can buy what the factories produce from commercial stores and donate it as well I guess. In terms of the settlement growth, if you mean recruiting more settlers - the settlers will stop at the amount dictated by the city plan. You would see that in the lower left hand corner of the HUD.

Interesting, in another SS2-game i had a lot more ammo in the Workbench. Probably collected by my settlers. I wonder what is different this time.

According to the City plan, should be space for 25 settlers on Level 3, the Info Panel in der Bottom left tells me it's in fact 4. I refreshed the plan twice and ran all tools to recalculate stuff. Nothing changed.
