I figured it out, error of mine. I found a thread that did actually solve this problem, for all those who are seeing this, NOTICE THAT THE FUSE BOX HAS SECTIONS, IT'S EASY TO NOTICE IF YOU FOCUS ON THE LITTLE PIPES.
After that you just mix something with water in the mixer station (it can be a plant, for example). You will probably start dying and because of that, you will need to take the emergency meds, which are on the lower part of the building.
