Question Headless gunman issue

I have an issue with the 'Headless gunman' mission, i have gathered all the required materials for ophelia the make the slave collar but she keeps o saying that i do not have the all the items on her grocery list and sometimes has a little chat with Jammer if they are near by.

I would love any suggestions or work arounds to get this damn collar made, other than this the mod has been awesome and keep up the great work

same issue here.
It was supposedly fixed last patch but not for me.

I have
Done toilette king
Jamaica plains
Left Garvey alive

Enslaving has been really iffy
sometimes the slaves grab the first best thing they can get hold of and attack me.
 
Nah i cant even get the new collar off of her

Since you're on xbox your only solution will be to re load a save where she hasn't given you the quest and try again to see if she puts the collar in your inventory , alternatively if you play on PC you can use console commands to type "help collar" and add yourself a collar to be able to collar the gunner, I believe I had this happen this save actually, thought I just did something wrong myself /shrugs.

Update:
I have enslaved a gunner
i have all materials

She takes the materials but does not trigger the dialogue that sends me to the wait stage.
instead i'm stuck in conversation that i can walk out of but the scripts fail to trigger next stage.

is there a way to bypass?

Not atm, several triggers are not working correctly like this for me and the only way I found to bypass them is to reload a save where the scripts haven't broke yet.
Once you reach the point where characters stop talking/ get stuck in a limbo in a position or going to a position, there's no going back from that. At least I haven't find out a way to force the next scenes to trigger

this is saddening since i got about 36 hours on this hardcore playthrough.
I suppose when it comes to CQ, ALWAYS save before starting a Q and always do it first thing.

i got the quest a long time ago and i set about to find the sensor module (magnets can be bought)
after a long time and a hell of a ride trying to adopt a pet for her some few hours had passed,
not sure how many tbh.

suppose i can salvage the Playthrough by going minuteman.


UPDATE:
Tried starting again from scratch a few times to see if i could get the quest to trigger properly.
It failed every time.

what is the quest dependant on?

Sorry to necro this, but I was having the same issue and figured out what was going wrong. I had all the materials, but had to craft the slavers collar myself at the war planners desk. Then after enslaving a gunner she says you have everything. Hope that helps anyone else with the same issue.

Yes. You have to enslave the Gunner with a normal slave collar first, then Ophelia puts new collar on to finish the quest.

Just a note potential issue with getting Ophelia to recognize the gunner/slave - she just says I don't have all ingredients. They're standing next to each other ;P

The Gunner enslaved I console'd into existence - he was the lowest #, like 000### in the 'Help Gunner 4' list.

Tried again with one starting with "FF," and the quest advanced!

I should note I am beta testing another mod that allows NPCs to kidnap or rob you (from Flashy(Joer)), and tai'd in the console to keep him still so could I could collar him first lol.
