Hair looks odd

I've attached two screenshots of my settlers hair looking odd - at least to me!
Is this a graphics setting, I turned some things off a while back to gain some fps, or is this not normal?


I can't remember what the graphics settings I changed were so if someone can suggest what might make the hair look better that would be cool.
